四 | 为此，市人大常委会将《福州船政文化史迹保护条例》列为2026年地方性法规立法审议项目，并组建立法专班专项推进，以法治力量为船政文化史迹筑起坚实的“防护墙”。 《条例（草案）》设置总则、保护管理、活化利用、法律责任等章节，将实践中积累的经验上升为地方性法规，让保护有章可循、有法可依。
